2 Bourke, Richard. ORDINANCE No.
50 OF HIS HONOR THE LIEUTENANT-GOVERNOR IN COUNCIL: for improving the condition of Hottentots
and other free persons of colour at the Cape of Good Hope, and for
consolidating and amending the laws affecting those persons. Cape Town, 17 July 1828.
8 p.
4to. Unbound. R 5000
Richard Bourke was
Lieutenant-Governor of the Cape at the time. The ordinance consists of 25
articles, including the following: Hottentots may possess land or property
(III); Wages not to be paid in liquor or tobacco (V); Rate of wages in case of
dispute & proof of payment required (VII); Destitute children to
apprenticed (XIV); and others of equal importance. This document represents a
turning point in South African history. Under its provisions vagrancy was no
longer an offence and all could move without passes. "Gone at a blow were
therefore the two instruments which had been used to drive the Hottentots into
the service of Europeans. Gone, too, was any restriction upon the purchase of
land by the Cape's men of colour. Above all they were free to offer or withhold
their labour and therefore to improve their condition through the right to
abandon bad masters and cling to good ones. The immoral elements amongst them
were also free, naturally, to steal and cheat and trespass. Of the conduct of
these latter men the Colony was immediately loud with complaints". [De
Kiewiet. A HISTORY…, p. 46.] A determined effort to overturn Ordinance No. 50
was made by Colonists, but the British Government stood firm and it remained.
During the long tenure of the VOC at the Cape change had come slowly, if at
all. From the time that the British had taken control in 1806 many changes had
been implemented. Ordinance 50 proved to
be the last straw for those who felt that their situation had changed
materially for the worse under the new masters of the Cape. They trekked away from the Cape and formed two
independent Boer states in the interior of southern Africa. An important
document!

not be condoned at the bar of world opinion and of history, and for which our
people will have to pay the penalty."

"All Sir
Garnet" was adopted by an admiring public as a synonym for "all
correct". Wolseley risked his life in pursuit of glory in military
endeavours across the globe. In Africa, he fought in Natal against the Zulu, in
west African jungles, in the desert in Egypt, and he breasted the Nile in an
attempt to rescue his friend, "Chinese" Gordon from the hordes of the
Mahdi. Between campaigns, he used his extensive experience at the War Office to
provide Britain with a "modern" army, even if it meant breaking with
tradition.

until South Africa voted its approval of becoming a republic. As it was, it
required only one ballot, held against a backdrop of internal strife following
Sharpville. 850 458 voted in favour of the Republic, 775 878 against. In Natal,
the majority was against the Republic; in the other provinces, slim majorities
were in favour. In March 1961, South Africa left the Commonwealth and on 31 May

On 17 March 1992, in
the last "whites only" poll, President F.W. de Klerk gave voters the
option to reject or accept his proposal that South Africa should become a
participatory democracy. The Conservative Party and other right wing parties
ecouraged voters to reject this proposal. In the final count, 85 % of the
electorate had cast their votes as follows: 1 924 186 YES (68,6 %) and 875 619 (31,4%) NO. De Klerk
used this as a mandate at the CODESA negotiations. "Whites probably have
their very last chance now to negotiate a satisfactory dispensation with black
leaders. If they let the opportunity slip, they would be forced- after a
devastating war- to negotiate again, but then it would be about total
surrender. That is the choice." [Referendum document in file]. Thus after
31 years, Dr Verwoerd's march into the wilderness was reversed. See

On 14 June 1900, F.M.
Roberts had signalled to Kitchener (who was at Koppies in the OFS) that he must
"…put a stop to these raids on our railway and telegraph lines…".
This Proclamation follows on from the one issued on 16 June, which stated that
houses in the vicinity of such damage would be burned. This Proclamation lists
further that residents of towns and districts will be held responsible for damage
in their districts; that citizens will have to pay a fine of at least 2s 6d
over and above the cost of the damage and their receipts for goods used by the
army would be cancelled and no compensation paid; the Director of Military
Railways is authorised to chose someone from each district and send him on the
train through his district from time to time; houses and farms in the district
where damage is caused will be destroyed and the residents treated according to
martial law; military authorities have to ensure that every one in their
district understands and is aware of the contents of this proclamation.

provision of extra rations, etc as well as entertainment to uplift the spirits
of convalescent soldiers of all ranks. See Mendelssohn, vol. 1, p. 194.

Churchill's first book. He dedicates the book to Major-General Sir Bindon Blood "… under whose command the operations therein recorded, were carried out; by whose generalship they were brought to a successful conclusion; and to whose kindness, the author is indebted, for the most valuable, and fascinating, experience of his life". Blood allowed him to join the Field Force. Churchill's vivid reporting on the British advance into the Malakand Valley (now part of Afghanistan) was well received by the readers of THE DAILY TELEGRAPH and resulted in the publication of this book. The book sold well, giving Churchill the confidence and financial independence that he so desired, and encouraged him to travel to South Africa as soon as war broke out in 1899. His escapades during the war made him a household name in England. In later years, General Wolseley told Churchill that he found THE MALAKAND FIELD FORCE more useful and more informative than the official reports regarding the campaign which had been submitted by senior officers in India!
